Sure, if either you or your tenant desire to terminate your month to month agreement, a 30 day notice of termination is appropriate. Then if they don't move out at the end of the month, a 3 day notice to quit is the next step before seeking eviction through the Court.
The 3 day notice to quit must not be confused with a 3 day notice to pay or quit.
In addition, there are notices and procedures for demanding cures for tenant violations of your rental agreement. However, it would be difficult and complicated to demand a cure using statements from the neighbors as your evidence of tenant violations.
A 30 day notice to terminate a rental agreement is not a complicated document, and I am sure there are fill-in forms available. You might consider joining a landlord association and/or hiring an attorney to acquaint you with the correct forms and procedures.
